3        Methodology

3.1   This HRA Addendum has sought to determine whether the conclusions of the HRA of the Pre- Submission JCS, as amended by the HRA Addendum accompanying the Proposed Changes to the JCS, remain valid in light of the Proposed Main Modifications now being proposed to the JCS. The approach to this further HRA work was as follows.

3.2   Firstly, the Proposed Main Modifications were reviewed to determine whether any of them could give rise to likely significant effects on any European site other than the two sites for which likely significant effects were identified by the HRA of the Pre-Submission JCS, thus confirming the geographic scope of the HRA Addendum.

3.3   Secondly, the Proposed Main Modifications were reviewed to determine whether each could give rise to any likely significant effects which were different to those already identified and assessed within the HRA of the Pre-Submission JCS, as amended by the HRA Addendum accompanying the Proposed Changes to the JCS.

3.4   Finally, for any European site where new or changed likely significant effects from the Proposed Main Modifications could not be ruled out, a detailed Appropriate Assessment was made for the European sites and likely significant effects in question.
